Last November, the Spanish Ministry of Energy, Tourism and Digital Agenda approved a new method for calculating the value of electricity retail costs. Such costs are part of the components of the Voluntary Price for the Small Consumer (VPSC) and are necessary so that retailers can maintain activity by carrying out such tasks as: customer service, bill management, contracting, etc.

We are already applying this new method to all bills issued from 1 January 2017.

However, even though this new method was recently approved by the Ministry, it is only applicable after the implementation of the VPSC, 1 April 2014 (Royal Decree 216/2014). Therefore, we must now adjust the period from 1 April 2014 to 31 December 2016.

It only affects customers who signed up to the Voluntary Price for the Small Consumer (VPSC) between April 2014 and December 2016, including vulnerable consumers under the social bonus.

If you signed up to the regulated rate (VPSC) at any time between 1 April 2014 and 31 December 2016, IBERDROLA COMERCIALIZACIÓN DE ÚLTIMO RECURSO, S.A.U. will adjust the amounts resulting from the launch of the new fixed value for retail costs.

It's very simple. Rebilling is calculated based on the difference between what the customer paid as retail cost according to the old method established by Royal Decree 216/2014 and the new method established by Royal Decree 469/2016, which is applied with the values determined in Order ETU/1948/2016.

Old method

Retail cost is calculated by applying a price of ¤4/kW per year to the contracted power.

New method

Retail cost has 2 components, one fixed and one variable, which are calculated as follows:

  • Fixed retail cost: a price of ¤3.113/kW per year is applied to the contracted power.
  • Variable retail cost: a price is applied to the power used each year. Here are the tables showing the prices.

Thus, the result of rebilling can be a charge or a credit, depending on your consumption.

IBERDROLA COMERCIALIZACIÓN DE ÚLTIMO RECURSO, S.A.U. will start rebilling from July to September and you will see it in a single bill as follows:

  • If you are a customer continuing with IBERDROLA COMERCIALIZACIÓN DE ÚLTIMO RECURSO S.A.U: rebilling will appear as an additional item on the bill once we start rebilling. On your bill, you will see: Retail cost adjustment.
  • If you are no longer a customer of IBERDROLA COMERCIALIZACIÓN DE ÚLTIMO RECURSO, S.A.U: we will send you a single specific bill for this matter.

In both cases, the bill will be accompanied by a detailed explanation of this rebilling, as per the model established by Royal Decree 469/2016.

As always, we can offer you a payment plan if required, even if the adjustment amount to be paid is very small or even negative, allowing you to pay these bills in instalments at no extra cost.
