What should you bear in mind?
To sign up for a natural gas contract for a homeowners' association you need to take into account some aspects such as the rate you are applying for.
- RATE 3.3: consumption over 50,000 kWh/year and under 100,000 kWh/year.
- RATE 3.4: consumption over 100,000 kWh/year and under 3 GWh/year.

Required documentation
Listed below is the documentation you need to provide to sign up for a new gas supply for new Homeowners' Associations and residential properties.
- Land collaboration agreement: Sets out the agreement between the developers and the distribution company for installing a gas infrastructure in a new housing development or property. It is signed between the developers and the distribution company prior to the commencement of construction work.
- Contract for connecting the new building to the grid: It is signed by a developer (or the legal representative of the newly-built property) and the distribution company. It can be signed separately or at the same time as the land collaboration agreement.
- Copy of the receiving installation documentation: Regulated by Royal Decree 919/2006 "Regulations for Distribution of Gaseous Fuels" in ITC-ICG-07, it includes:
- Certificate and sketch of the common receiving installation
- Certificate and sketch of the individual receiving installation
- Certificate and sketch of the indoor service connection (where applicable)
- Gas exhaust shaft certificate when its suitability is not included in the construction work management certificate
- Copy of the heating installation certificate. According to the RITE, a provisional gas test supply is required, and therefore a heating installation certificate when a project or report is available, or at the request of the fitter.
- A project is needed for a rated generation power > 70 kW.
- A report is needed for a rated generation power > 5 kW and up to 70 kW.
- No project or report is needed for a rated heating power < 5 kW and heaters with power up to 70 kW.
- Grid connection contract. Depending on the legislation of the autonomous region, the holder must submit the Work Completion Certificate, Certificate of Occupancy, First Occupancy Permit, State-subsidised Housing Certificate or substitute document.
- Preliminary test and commissioning certificate. It is signed upon commissioning by the EOPS and the supply point holder or authorised person.
- Property structure: This document records the property's layout and the arrangement of the meter bank.
- Granting of right of way for indoor service connections, where applicable.
- Application cancellation record.
- Authorisation by the homeowners' association for gas supply disruption in the property for operation or maintenance reasons.
- Residential properties
- Application for service connection: Signed by the holder or property owner.
- Planned service connection location notice: It is filled in when applying for the service connection and is used as the basis for the distribution company's quotation preparation.
- Copy of the receiving installation documentation: Regulated by Royal Decree 919/2006 "Regulations for Distribution of Gaseous Fuels" in ITC-ICG-07. The certificate and sketch of the individual receiving installation.
- Connection application for provisional gas supply. Requested by the fitter in order to test the heating installation, as required by Royal Decree 1027/2007 "Regulations on Heating Installations in Buildings" (RITE).
- Copy of the heating installation certificate. According to the RITE, a provisional gas test supply is required, and therefore a heating installation certificate when a project or report is available, or at the request of the fitter.
- A project is needed for a rated generation power > 70 kW.
- A report is needed for a rated generation power > 5 kW and up to 70 kW.
- No project or report is needed for a rated heating power < 5 kW and heaters with power up to 70 kW.
- Grid connection contract. Depending on the legislation of the autonomous region, the holder must submit the Work Completion Certificate, Certificate of Occupancy, First Occupancy Permit, State-subsidised Housing Certificate or substitute document.
- Appliance start-up certificate. In the case of appliance adaptation, this document regulated by Royal Decree 919/2006 is issued, and the combustion analysis ticket is enclosed.
- Preliminary test and commissioning certificate. It is signed upon commissioning by the EOPS and the supply point holder or authorised person.
- File: This document includes the information that needs to be entered in the computer systems.
- Granting of right of way for indoor service connections, where applicable.
- Application cancellation record.
- Grid connection application: Signed by each user in the property who is interested in having natural gas supply and the distribution company
- Property structure: This document records the property's layout and the arrangement of the meter bank.
- Occupancy document: Depending on the legislation of the autonomous region, the holder must submit the Work Completion Certificate, Certificate of Occupancy, First Occupancy Permit, State-subsidised Housing Document or substitute document. (e.g. Supporting documents stating that the property already has services available).
- Authorisation by the homeowners' association for gas supply disruption in the property for operation or maintenance reasons.
- Grid connection application : Signed by each user in the property who is interested in having natural gas supply and the distribution company.
- IRC contract: Signed by the president of the homeowners' association based on an agreement with the homeowners' association.
- Contract for individual use of the IRC: It is signed upon commissioning by the distribution company and the supply point holder or authorised person.
- Property structure: This document records the property's layout and the arrangement of the meter bank.
- Authorisation by the homeowners' association for gas supply disruption in the property for operation or maintenance reasons.
Sign-up cost
Two situations can arise when signing up for supply in a homeowners' association:
- The property has a natural gas installation but has no supply: service connection is not needed.
- The property has no natural gas installation: service connection is needed.

The property has a natural gas installation but has no supply: service connection is not needed
If the property has a natural gas installation but has no supply, and therefore needs no service connection, you must take into account the following:
The registration fee is paid only in the case of a new supply or extension of an existing supply. This registration fee is a cash consideration that the natural gas distribution companies can charge when consumers sign up for the natural gas supply service.
Hook-up means connecting the customer's receiving installation to the distribution company's grid. The distribution company can decide not to charge for hook-up, but in this case it must apply the exemption to all the consumers in its supply area. Installation verification involves testing and checking the installations in order to determine whether they meet the applicable technical and safety conditions. The supplier can decide not to charge for the verification, but in this case it must apply the exemption to all the consumers in its supply area.
You do not need to pay for verification if:
- You had to submit a report from an authorised gas installer
- A project and the work completion certificate had to be submitted for executing the installation.
2. Registration cost: The property has no natural gas installation: service connection is needed.
If the property does not have a natural gas installation, a service connection will be needed.
The service connection includes all the installations intended for supplying piped gas to one or more users.
The service connection is applied for by the natural or legal person who needs a new gas supply point or an extension of the existing supply point, whether this person will be the end consumer or not. Therefore, the developer/builder or the consumer can apply for the service connection.
The amount of the registration, hook-up and verification fees varies depending on the distribution company and the autonomous region where the supply point is located.
